Ha. I saw that too. And you're right, actually. In the 70's, weed started to gain popularity in korea amongst artists and musicians. (US troops who were stationed there introduced it to the locals.) The dictator at the time, president Park's father saw that the stoners were rejecting the groupthink and coming to their own conclusions about shit, and that pissed him off. So he started an enormous anti-cannabis campaign that is still in effect today. The way (south) koreans view weed is like the movie "Reefer Madness". They are terrified of it.
When I was there a few months ago, I watched a news report about how the US is legalizing it in many states, and they couldn't even show it on tv. Almost every scene in the video was blurred out.
