You make some interesting points. I'm still skeptical. It seems to me that this law was passed and conveniently timed to attach to Haitians. Anyway, I'll keep looking for English reports and try to post something more detailed. I actually looked for a while just to find this one.

I'm not saying that the law's aim isn't to expel Haitians; I believe it was crafted to show that efforts beyond those of other countries, including the U.S.A., to accept inmigrants is being made, even when they entered the country illegally, as through this process you can gain citizenship rather easily. Then expeling illegal haitians is easier to justify.
You can always reach your own conclusions, but my impression is that other countries don't want the expulsion of illegal haitians back to their home country, because it would be troublesome for Haiti, and that's indirectly inconvenient for other countries. There's no altruism here, from any side.
Would you suggest instead that illegal immigrants are embraced by all countries, or that they are left alone, without even identifying documents?

Definitely not. I need to look into this more. There are so many countries with so many problems. Haiti has not been a major focus here.
