If a cop pulls me over for speeding and finds that I'm driving drunk, then I should be arrested.

Just because I was pulled over for speeding, that doesn't mean that the cop shouldn't arrest me for doing something else that's illegal.

The quote is implying that if an illegal immigrant is stopped for a traffic violation, that they shouldn't be arrested for being an illegal immigrant.
