I've heard that the marches were supposed to be a world wide celebration of Hillary's victory as the first woman US president. Apparently it was all being organized during spring and summer of 2016. After Hillary lost they still had the massive financial investments and instead of it going to waste they just shifted the narrative.
The top organizers get paid and the useful idiots get herded like sheep.
