The WP rounds aren't anti personnel, in fact they'd suck for that, they're concealment rounds. They consist of several felt wedges impregnated with WP. As they fly through the air after being dispersed, they'll glow like anything smoldering will, then they all hit the ground with each piece making copious amounts of smoke for concealment. The many still photos and videos confirm they're that type of ordnance.

Choice one is for squad who wants to cross street guarded by snipers in apartment building, to call in an airstrike to take out the apartment building, or perhaps spray it with gunfire. Choice two is to call in a WP round between the apartment building and the squad so the sniper can't get their crosshairs on someone in the squad as they maneuver to their objective.

I frequent r/combatfootage, and I've seen footage of lots of WP rounds used that could be considered anti material or anti personnel.

My mistake, I figured they'd inflict horrific wounds on anybody unlucky enough to have a piece land on them if you launched a WP shell over a populated ar- Oh wait, that's exactly what they fucking do!

EDIT: Goddamn, looking at pictures of WP-inflicted injuries makes me really glad that Israel never intentionally targeted civilians with this shi- oh wait, that's exactly what they fucking did!

You easily fall for propaganda. Step one, find injuries from a fire, step two, caption the image as injuries from a WP round. Again, the round disperses a bunch of felt wedges that smolder, rather than a cloud of pure WP that can land on you, stick to you, and continue to burn, even if you try to put water on it.

Here's one of the best recordings of the round in action.. There's also close up video of a similar type being used in Ukraine. If a wedge hits you, it would bounce off, not stick, and your first instinct would be to brush it off anyway.
