i learned a lot time ago that there are no excuses, only reasons. the only "excuse" or justification anybody needs to do anything is "because i can". rather than excuse actions i seek to understand the motivation behind why it was carried out. 9 people died, it is possible that some could have been saved, even after they were ran over. doctors weren't there on the spot with the right surgical equipment, that isn't an excuse, but it is a reason that some of them weren't saved.
a long time ago i served as a medic in the army. there are no excuses. if a joe is dying and you don't save him, it doesn't matter what excuse you make up, he will still be dead. there are no excuses. you do what you can do, it is all you can do, but there is never an excuse, only reasons, and reasons lead to ways to improve in the future so that it doesn't happen again. excuses are for people who don't take responsibility for their action or inaction.
understand the motivations of people and you can prepare for what they may do. for instance the learning lesson here, is that it is probably a good idea to get pakistanis back into pakistan and let them go live their islamic lives there.
