What does being smart, and being a good surgeon, have to do with knowing about urban planning? I am pretty smart. I am very successful at my "smart person's" job. But if I switched industries and careers entirely, I wouldn't be in a position to say, approve or disapprove someone's architectural design. I could maybe spend some time talking to architectural designers and engineers and having them explain things to me, and I would probably grasp it and eventually have useful input... but is that really the qualification for being good at screening architectural design?
You're basically saying "smart people can be in charge of ANYTHING, regardless of their discipline, and they'll be good at it."
He may be better than most average people because he's smart (most people aren't smart and most people have no experience in this work), but do you think he's going to be better than most people who are actually urban planners?
I would probably be a better brain surgeon than most people.
