You can't deduct the cost of housing, it is, by definition of being a prison always more than the cost of their labor. That would create a debtors system.

Besides they didn't ask to go to jail, so its the job of the society that put them there to provide for them. The government should be forced to understand that normal people do not want the moral hazard of a large prison system. More pay for their work is a reasonable request as it prevents recidivism. That is good for them and us. The only one hurt by the request are slave labor profiteers, who I do not care for.
