There would be a sudden and sharp decline then. If you added getting rid of food stamps and free school lunches, the decline would drop even further. In fact a few might die in the process thus relieving us of already born children also. Then just to accelerate the decline further kids medicaid should be done away with to ensure the weakest die out before reproducible age. In addition abortions should be free, birth control free, condoms free, and births should be taxed heavily. That way no woman would want to go to the labor ward to have their child and you might garner quite a few more deaths that way too. Let's not forget to make sure to charge extra for childhood vaccinations too. Give special rights to gays with a certain quota (10 percent since they are ten percent of the population) reserved for just them at work. Give them preference in adoption, after all if kids think gay is normal less will be born because more will choose "alternative lifestyles".

If you are disgusted by this, please understand I wrote it to show the logical conclusion your statement could be brought to. Do not for a second think some of these things aren't being promoted for the very reason that they reduce population. Personally, I think less welfare might be a good thing, depending on the situation. I on't think kids should suffer that are already born though, so like taper off welfare with all sorts of warning ahead of time.

Some of what I wrote wasn't a terrible idea if implemented correctly to minimize suffering.

You just summed up Critical Theory in a nutshell.

Here I thought I was looking at it through a purely libertarian construct for most of my argument with a slight bent to the left. I looked up Critical Theory though and wow...thanks for teaching me something.
