Non issue, it happens all the time in construction. Some times a company will withhold payment to a contractor for a number of reasons, such as not completing a punch list of items not passed by an inspector or use of wrong materials. Payment will be negotiated and paid eventually.

Thank you for being the knowledgeable voice of reason on this matter. You are spot on with this being a normal occurrence in large construction projects. I don't think modern construction projects would work at all without this system in place to manage grievances and to rectify deliberate mistakes. It's a sort of checks and balances that keeps contractors (somewhat) honest and projects managers on the ball.

On a 200 million dollar project there is going to be a lot of contracts and contractors. A project I was on a few years ago had 27 different sub contractor companies.
