It's worse than that. He admits that she broke the law and says that though she will not be prosecuted, anyone else will be:

Why would that be? Because the Clinton Crime Family has people killed.

Of course no reasonable prosecutor is willing to commit suicide. By firearm 3 to 5 feet away while they are blindfolded and hands are tried behind their back.
