I will never understand how this isn't the first action taken by authorities at schools. Conduct code violations and similar things can and should be considered after potential crimes have been reported to the people charged with dealing with them.
this is a double edged sword. for example, in my texas school my roommates and i were busted with weed, but since the school handled it rather than the police, all we got was a very small fine.
in most cases, it's better for the school to handle stuff that happens on campus. the problem is when they handle it embarrassingly poorly.

It mostly has to do with the "safe spaces." It wouldn't be that bad of a problem, however because some rape cases are often too vague, such as these cases there tends to be a lot of bias and pressure towards the schools. Which makes it sad because many students get screwed over because of it.
