Why is the president allowed to submit an Executive Order to affect immigration policy? I would assume that responsibility would fall to congress.

EDIT: I found an article that discusses who has power to set and enforce immigration policy in the U.S.. Here are two quotes, the intro and one related to the topic we are discussing:

This would seem to imply that the U.S. Congress makes the laws, then the President/Executive Branch enforces them. More research is required to confirm this and to find cases of conduct conflicting with this general assumption.

Actually Executive Orders are only supposed to affect the Executive Branch. The problem is past Presidents have written bullshit one and no one challenged them. So they keep pushing the bullshit until the other branches will stand up to their asses.
