SO! In California, if you want to have a sex change operation and can't afford it, yu can just commit a crime that will net you, eh, 2-5 years and get free surgery?

Payment could be enforced by adding time to their stay in prison. :)

That really just punishes us. It's not free to keep someone in there. Most prisons don't make prisoners learn a trade or work for wages - something, you know, like real rehabilitation.

They should be made to work to earn the 7.50 minimum wage, and the money they earn should go to paying for their stay (medical, food, electric bill, etc) and to help pump money into the local economy. If you can't be good, be useful, yeah? When they're out, they have a new, marketable skill.

In reality, I'm sure there will be something about if they get out they own so much to the state or something. This just seems weird and wrong. Prison isn't supposed to be a reward system.
