Israel certainly benefits from having a worldwide muslim terror threat, since it helps garner support for them on the world stage. It's not beyond belief that Israel would withold information about terror attacks it may have learned of in order to advance their agendas. Saudi Arabia does it too, but they have a more direct hand in it.
