I've noticed this as well but not just in /v/music, in other small niche subs too. I remember Atko announced that downvoting posts on your front page would serve as a "hide" button and posts would disappear after a few minutes of being downvoted. If that is the case, it is really not helping the small subs when their posts are downvoted because they show up on a users front page. In my opinion, the downvote button should not be a hide button.

I don't know if that's why posts are being downvoted, but I've notice a lot more downvotes on quality content rather than on spam. Posts shouldn't be punished because someone is tired of seeing it on their front page.

It probably has to do with different interpretations of what a downvote is. Some people see it as a way to express dislike or disagreement. Fewer see it as a way to judge quality of thread or comment. I personally didn't know Atko downvoting means hiding, which I think is a shame.
