Having watched films and TV from the acid-soaked 60's... I'm going to say no.

There are plenty of films made from '65-'70 that were clearly made under the influence- either the writer, director, editor, cameramen, composers or actors were manifestly high... are any of them real classics?

Yes. Phill Tippett was on acid while creating Jaba the Hut, possibly one of the most ubiquitous, classic characters of all time.
