The overriding message of the Star Wars films is that bureaucracy will fuck up everything.
The Republic failed due to shitty bureaucracy. But then the Empire took over, kept the bureaucracy, and as a result managed to fail at being evil. The Emperor was the most powerful Sith Lord in history, he was borderline omniscient, but he couldn't overcome bureaucratic inertia to make Death Stars which didn't suffer from ridiculous design flaws.
Imperial military procurement was such a mess that it's a surprise they never bought any F-35s.
