Darth Vader's only goal was an efficient, just form of government. Even if you don't take the Prequels into account, his position was an outside-government "right hand" of the Emperor who's sole job is to get things moving along. He appears to listen to Military Grand Moff Tarkin, but he ignores Imperial Senate rules, attacks Leia's ship and tortures a senator. I would be willing to bet the Emperor said "Vader, go assist Tarkin" meaning he's to do what Tarkin is legally not allowed to do. Vader answers to no one but the Emperor directly, and affords the Emperor a buffer so that he can appear to be abiding by the few legal constraints he still has.

Darth Vader is about absolute rule by an (ideally) perfect ruler. Anything else is just a means to an end.
