So in a typical number different digits have different significance. If the sudoku were one large number starting with the uppermost lefthand number and then read row to row this is the lowest number you could get.

Also if it was read box to box then it would also be the lowest possible number also.

Ah I see, thanks. At first I thought it was the Sudoku with the lowest possible number of hints, with only the 9 in the centre (which is highlighted) being the only number given at the start, and I couldn't begin to fathom how that was solvable.
