It needs to be pointed out that the default setting should be that the mod-downvoted comments are visible. Otherwise, users who don't know that the setting exists will experience a censored Voat.

Agreed, and perhaps with a message or identifier showing its been mod-downvoted. Once people see the type of comments on a sub that gets mod-downvoted they can then make an informed decision to trust the mods to hide unwanted/irrelevant shitposts.

There should, of course still be an option to delete outright a comment.

If mods have the ability to truly delete a comment, then censorious mods won't use the downvote. They'll just use the delete function.
