I've noticed this in other subs too and I'm going to have to agree with OP that it's a problem. It would be even more of a problem if that new post had to end up on the second page. But I see your point as well.
What if things worked on a time limit? So for a certain period of time, newer posts could have a slight preference over older posts before going into their proper order. And to take it further, what if older posts got pushed towards the bottom over time?
Here's another idea. What if it just worked like a regular forum where posts with the most recent activity go to the top. That would keep relevant conversation closer to the top and anyone who wants to dig around for older stuff will already be looking at the bottom of the page anyway.
Perhaps even a combination of these?

This is the “new” queue, and it already works.
The “hot” formula does need tweaking though.

Ah right of course. It's not exactly like a forum site (I don't think it updates the order with each new post just with each new thread) but it's close enough. I was just rambling off suggestions.

Older posts being pushed towards the bottom would solve it. Ie. their accumulated upvotes would decay over time, to 0 value. That would fix it.

Possibly even instead of it working with karma decay it could work with tiers. For example you have three tiers, each independently ordered by the amount of upvoats. The first tier which has overall priority for being on top can be for posts from the last 24 hours or whatever. The second tier which has the second highest priority can be for posts from a day old to six months. Then the third and last tier which of course has the lowest priority can be for all the posts older then six months. This way we still get an accurate view of how popular something was when it had it's time without any karma decay, no matter how old it is.
