You can try using Googles nameservers 8.8.8.8 and 8.8.4.4 in case the ISPs nameservers cause the problem.

This has been the savior of my usage of sites like Reddit, Voat, and certain music blogs. But in order to do just that here are the instructions: Configure your network settings to use Google Public DNS

I have not been experiencing this. I can't imagine they would be specifically targeting a small site like voat and throttling it.
