If the stakes are higher, the countermeasures seem relatively less expensive. New accounts for more subs, if they're significant, is no cost at all. It stops casual mods from making as many ideas/jokesubs as they want, but does nothing to stop powermods from modding many subs of actual significance.

There is no perfect solution, of course.
But a mechanism that discourages the bad behaviour is better than no mechanism at all, no?

Only if it doesn't lend false credibility to those who circumvent those measures.
Say, someone who is secretly breaking that policy with alts, going around badmouthing someone with 3 or 4 mod positions because they only mod 1, if this kind of thing becomes a cultural demand/cred-points rather than just a site wide rule, it will be exploited by manipulative types just the same as legit powermodding (i.e. lots of significant mod slots on frontpage reddit) no rule on mod position limits.
