Firstly, I would ask people not to name names here and to look forward, rather than backwards. What's done is done and it hasn't turned out well for anyone. @atko and @puttitout obviously are asking for help or suggestions from all of us to come up with something most can be reasonably satisfied with.
So with that in mind here's my idea:
I propose that instead of individual users requesting to be head mod on a first served basis(which at it's worst case is disastrous for the health and original intent of the board, that ANY user can request the head mod position to be declared vacant). Then once the Admins have declared the board mod position vacant , then they can call upon nominations for the position, who can then be voted upon in some way, shape or form. Obviously there would have to be criteria involved to prevent sockpuppet voting, multiple votes from IPs or perhaps some minimum post count in that community rule needs to be implemented. Perhaps under the system Voat uses, my suggestion is impossible or already been suggested. Either way it's a solution with the intent of moving forward and maybe if it doesn't suit itself, will feed into better ideas or solutions once more people add their input. Thoughts on this?

Thought as much. Thanks for the heads up.
