This action would have a big cascade effect on all your previous actions: private messages, voting, submissions, comments, users who follow you, your settings and subscriptions etc. A rather costly operation on a large dataset and prone to abuse. Allowing such change once per month should be doable, but there are still other aspects like user mentions notifications that would suffer. Not a priority at the time being, but it is a "nice to have" feature.

Yes.
So, if my old username was "user1", it would point to http://whoaverse.com/user/user1
AND if I change it to "user2", it would point to http://whoaverse.com/user/user2. with all the comments/submissions etc that I made as user2 still intact..just that my profile would now point to http://whoaverse.com/user/user2
I'm no programmer and I don't even know the load of work that would go behind it, it'd be a cool feature to have. BTW, I've seen this feature request quite a number of times.

It probably was simple in Digg because the username wasn't a key but an attribute. I believe the user name is a key in this dataset which is why it is a problem. It will also have indexing/re-indexing costs if changed.
