Voat says this, anytime you click to upvote when you have less than 20ccp or, after that, whenever you try to upvote your own post.
In order to be able to upvote comments or submissions without limitations, you need to have at least 20 comment contribution points.
Specifically, Vote says this:

Which is an utter lie. There's some invisible restriction placed upon being able to upvote and downvote. You can click the arrow and it will turn blue.. Voat sees and acknowledges that you voted and is visually telling you that your vote counted.. but when you refresh the page or open a new one, your vote was just wasted away. It disappears like Voat is telling you that it wants you to piss off and doesn't care about you. The arrow turning blue was a second lie, added to the first that says you will be able to vote without limitations, once you are an established account with over 100ccp.
I'm sure people will flood in with many excuses like, "well, we're trying to prevent the sales of upvotes like on reddit." A moderation team and a legal team can put an end to that; it's their job. This restriction is hurting the site; if people can't vote that's the equivalent of the site, itself, snubbing you.
I feel a growing animosity for Voat. Locking the door to new registrations and this ghosted limit on voting seem to be severely limiting the amount of new content posted and contributed to. My front page has had nearly the sam articles on it since last night.
I respect the idea of a free-speach reddit-like site, but their execution feels sloppy and poorly thought out with little input from the community.
I was told that this may be a bug. I posted a bug report at https://voat.co/v/bugs/comments/313316 in case it is.
