I've been on forums that used a system like this. What happened was that power users just dominated everyone because they could "afford" to "neg" people that they didn't like while new users or fringe users had no voting power (and never gained it because they got negged by more popular users). Essentially I think this is a recipe for a "voat hivemind."

No, I mean that weaker users can be buried by stronger ones (preventing visibility and therefore upvotes). Or that new users can be buried by more seasoned or more active users. It's true that the systems I've seen on other boards don't work just like your proposal, but it seems like the outcome could be the same. An initiation period does force contribution, but rewarding usage with vote power will obviously lead to power users having a multiplication of the power they would otherwise have over the content.
