Modification:

Remove net positive CCP, but keep net negative CCP. Else it would be easy for a spammer or an Amalek to unfreeze their account by deleting old buried comments.

For regular users, CCP are meaningless once you hit the magic 100.

This is about farmed accounts for mass vote manipulation, and about fags like SaneGoat making comments in out-of-the-way places and upvoting them with alts to dodge account restrictions.

I delete posts often that contain bits of personal information here and there. I don't want people to be able to gather too much at once.

I don't think deletion should matter. You still contibuted to the conversation in a positive, or negative light. You should keep the + or - even if you delete it later down the road.

CCP is about contributing to the community. Every upgoat is someone who was happy you contributed that post to the community.
