I do understand that feeling and we as a community have did our best with the 100 points to downvote and showing up and downvotes.
I am not sure the correct way to go about it. I still think we are doing pretty well, but I am seeing a lot more people downvote pretty easily, which is frustrating. Maybe needing a reason for downvoting. Click downvote and it pops up a dropdown menu.
Unless you also need a reason for upvoting, that's a bad idea. It sets up a hugbox philosophy of "Feel free to support someone, but if you disagree, keep it to yourself" as site policy, which really seems like the opposite of the thing we want to do, in light of the whole Rexodus thing.
Then again, even requiring reasons wouldn't help, since the same thing has gone on at slashdot for nearly 20 years.
