You can get a free subdomain from a variety of dynamic DNS providers, which is a service designed for exactly this use case (hosting a web site or other web service from a home connection).
Search for "dynamic DNS" or DDNS. There are hundreds of providers. See what you like.
http://freedns.afraid.org/ provides the largest domain selection, by far, at almost 90K (not 90) domains. They give you up to 5 subdomains at any 5 domains of your choice. You have to log in at least once every 6 months. There are no other limitations.

If you wanted a domain name, yes. It's a couple dollars a year.
