My question is just to what CCP tally is the goal?
I would assume old Goats don't like us newfags shit posting like desperate Anons in search of CCP's -- or mucking up their subs with our Q anon content. Am I wrong?

No, that is a good assessment. However, submissions should not be your concern -- leaving comments, such as these, in ordinary discussions of any kind is how you earn CCP -- Comment Contribution Points. Most goats will not complain about people leaving comments -- as long as they aren't low efforts comments like "^ This!" or "Agree!", which are obvious attempts at getting easy upvotes; or as long as you don't explicitly ask for upvotes. Other than that, if you comment on any thread on any topic, you should get upvotes, especially if you are participating in a discussion. Contrary to popular belief, even disagreeing with people will earn you upvotes -- most goats love conflict and disagreement, as long as you can justify it. Don't just say "I disagree" or "You're wrong" -- say "I disagree with your opinion. Here's why ___", or "I think you are overlooking the following issue..." and you'll get tons of upvotes, because you are stimulating a discussion, or maybe opening people's eyes to unexplored perspectives. Or maybe you'll find that you're repeating rehashed talking points without realizing it, and then someone will reply to you saying "I think you're overlooking the following point" (but they'll probably add a "faggot" to the end, because this is Voat).
As for your question:

Just bear the 1/2 CCP rule in mind. If you expect you'll be upvoting 1000 posts and comments a day, then I guess you had better shoot for 2000 CCP. If you don't upvote more than 200 a day, then 400 CCP should be more than enough. Although last I checked it was possible to upvote 300 posts within one hour with a brand new account without any issues, which led me to believe the 1/2 rule did not come into effect until 500 CCP or so, but perhaps that has changed.
