I think it was said that the Fat Lady set Gryffindor's passwords. Ravenclaw has a riddle which changes (probably by a portrait or other magical device), Hufflepuff has a series of knocks which I can picture changing year-to-year. Slytherin's password might be controlled by Prefects or Head of House.

I would assume it would be heads of house. Although there's contention about his loyalties, I could see Snape setting the Slytherin password as "Pure Blood." Though, I don't have specific evidence for any other passwords or for Gryffindor's.

I think it might be possible that the guardians of the dormitory sets the passwords. So for Gryffindor it would be the Fat Lady. When sir cadogan was the guardian of the Gryffindor dormitory during POA he kept changing the password due to his being crazy and all. Im quite sure Dumbledore sets his own passwords though. Also, it is only the Slytherin and Gryffindor Common rooms that have passwords.

Well, the Ravenclaw common room requires the answer to a riddle that only Ravenclaws would know so it's more or less a password, just in a different form

I've wondered this same thing! Maybe it's the prefects or heads of house? I don't think I've ever seen this touched upon before.

In Chamber of Secrets when the Fat Lady is attacked and replaced by Sir Cadogan, he constantly changed the password. So I assume that if there is a "guardian" to the room, they set the password.

In the case of the Slytherin's common room, there is just a stone wall that moves when you say the password. I assume the Head of House sets the password if there's no guardian, since they're probably more trusted than the Head Boy/Girl. I doubt any of the teachers or the headmaster would let a student set the password. Since most of Hogwart's students are teenagers, they would absolutely give the password to their friends in other houses to let them in. I never really understood why they didn't let students in other houses into other common rooms, but whatever.

I bet its the heads of houses (maybe in cohoots with their guardians).
