I like to think that the silence around Half Life 3 from Valve is because they are working on it.
They have a story down, they have the technology (Source 2) and they have started creating the game. Under my theory, we should see the game within the next few years. Half Life 2 took 6 years to develop, but only ~1 when they recreated the game after being hacked as they already had a functional engine. They already have the Source 2 engine, and it has been working well for quite a while (Hence Dota 2 Reborn Beta being a playable game just missing content). Even if they have a smaller team, I would imagine that within 3 years we will see Half-Life 3 IF they are working on it at all (And the silence isn't because they just dropped it and said "Yeah maybe eventually it won't make money like TF2/CS:GO/Dota2.")
They make a lot of money on Steam, but they are ultimately a game company.
They are a game company that decided it also wants to do Hardware and game distribution.
I think that there will be another Half-Life, to at least get the story to a "finished" point, where it isn't a cliffhanger.
They are very likely to do a L4D3, and I feel a Half-Life (3) is in the works somewhere. It may only have a small team, but I think that it will be released within the next 3-5 years. At this point, it would be profitable to make it. They could probably beat out GTAV's profits. They would turn into Nintendo if they released a few Half-Life games along with their microtransaction games: Enough money to do whatever the hell they want for a good amount of time.. Seriously, Nintendo has enough money that they can operate at a loss for quite a while.
If it isn't out in the next 5 years (2020), I think that it is never going to happen. That will be ~13 years since release.

At this point, if it doesn't come out by 2017, one decade after Episode 2, I have no hope for HL3 ever coming out.

So far Gabe has said that the only game Valve will be coming out with is Steam. No more games beyond that. Sad days.
