It depends on if it's a private plane or public one and also nationally or internationally. Obviously with idiotic TSA if you screw up anything remotely gun related it gets you a free exam from unqualified personnel. Here's TSA rules on transporting firearms. I'd recommend taking a print out of the instructions with you as well, just in case someone gives you a hard time.

Firearm parts, including magazines, clips, bolts and firing pins, are prohibited in carry-on baggage, but may be transported in checked baggage.

Looks like the upper would have to be checked.

Rifle scopes are permitted in carry-on and checked baggage.

However you could still take a lot of expensive stuff off of it.
