It's been done, and still is. Not for marksmanship, though. I'd say that video golf is probably more sophisticated than FATS(Fire Arms Training Simulator), MILES or other similar thing.

Video trainers and simulators are focused on those things that can be evaluated for judgement and obedience to ROE/SROE. Scenario-driven training to quickly familiarize trainees to tactical decision making is what simulators do best. The calibration for target "hits" is so alien to the practical side of gun operation that the simulator technicians are those persons that can correct it.

Besides, simulators (the serious ones) cost $$$ that only governments can afford. They're made with guns that are adapted, modified, or just plain re-invented to operate with CO2 or compressed air.
