Yeah, that is the ruling I expect. I haven't read any of the documents in this case. I am a bit surprised the DoJ wouldn't make the argument that the NYC law conflicts with 18 U.S.C. § 926A on interstate transport and is therefore preempted. Perhaps that argument opens a bigger kettle of fish since most jurisdictions have gun transport laws and it would potentially call them into question by blurring the lines of what is preempted and what isn't. Or maybe the NYC law already has an exception if the gun is being placed in interstate transport?

In some states, if you don't have a permit, then transporting your gun to a range is an exemption to the law requiring a permit.

And EXEMPTION, meaning YOU and I have to prove it.
