GPU: If you look for Nvidia only GPUs I really recommend the GTX 970 due to the little alternatives. If you take an older card from Nvidia you will pay as much as buying a new GTX 970 (at least here in Europe). Maybe it's a bite overpowered for CSGO only but in my opinion it's the best choice.

CPU: Overclocking your CPU won't help much or anything at all. Stick with buying a new GPU.

Monitor: If you decide to take a BenQ I'd recommend to get the BenQ XL2411Z instead of the XL2420Z. It's cheaper because it is lacking the S. Switch which is not worth the money in my opinion. The ASUS is also a good choice.

I ended up getting the ASUS on sale for $200. Very happy with it so far.

Still waiting for a deal on the GPU, although I'm agreeing with your line of thought about the 970. I was able to turn my current settings down and get 150+ constant FPS, but I'm seeing artifacting now, so my 460 is probably about to die.

I have a GTX 560 Ti and I get around 200 fps so you don't really need the 970
