I've seen similar up here in Canada in the winter to move tar in the winter, they have to light it up or it'll solidify in the trucks. Mind you I've seen it in much more substantial dump trucks then that little one.

Every time my wife tells me she is taking a driving trip from her 300k hometown to some other location in Russia I say 'no, take the train'. I've seen enough Russian crash videos to have a healthy sense of fear regarding their roads (and truckers).
