So what is the right solution here? I think immediately applying the trailer brakes would be my solution to the sway. The trailer is essentially pushing the truck at this point. Forcing drag on the trailer without applying any brakes on the truck should get that trailer back on track.

That could help, but just lightly to transfer enough weight to the tongue to regain control. Locking them up could be bad.

Passing a big rig with an ultra light trailer like that will always cause issues because of the wind.
