Great question!

I've worked in building like this where the lights and air conditioning are controlled by a timer to operate between 7AM to 7PM and security staff are expected to use flashlights.

If you look at the video at 2:18 you can see the security guard has a flashlight, probably because he's been asked not to switch on lights as a cost saving measure and probably because he's too lazy and too indifferent to learn which specific light switch on a panel of dozens of unlabeled switches is the correct one for each specific floor segment.

I'd occasionally work back late or get in early and it took me months to learn which was the correct light for the segment my work cubical was located in... and I often didn't worry if I had urgent work to do because I'd be looking at a monitor anyway. If the security guards are required to patrol then it's likely that turning the lights on and off for each area would just become a nuisance.

That's my guess anyway...

I understand the power saving measures, but I wouldn't want to sit in the dark for the entirerty of a graveyard shift.
