There probably isn't enough room for profits. They would definitely profit, but the man hours needed to make it a thing probably outweigh the gains in Blizzards assessment of the economic potential in legacy servers. They are probably massively underestimating how many players there would be, but it's reasonable to assume that subscription numbers would drop quite fast without any new content planned, ever.

With all that aside, I don't know a single person playing retail WoW anymore. I know several who play private servers, and I know at least 9 who would definately get in on an official vanilla/tbc server who don't wanna deal with private server bugs and so on. All of these people played during vanilla - wotlk, but quit early cata or early mop due to losing faith in Blizzard, their developers and their ability to make good/fun games.
