Ultimately, Microsoft is bringing PC gaming to a generation of console users. To them, stuff like fps fixes or mods is an alien concept. Microsoft is not looking to cater to the current average PC gamer. They want people to move on from one release to the next, paying for every bit of content along the way.

That's kind of a cynical view. The primary thing Microsoft is trying to do is create continuity between devices. Steam is still selling games, developers are still developing games without using the UWP. Microsoft is incapable of creating the kind of paradigm shift you're talking about because they have entrenched competition that won't allow them to do it. Plain and simple. Microsoft knows that they can't force the UWP on the industry. They have to entice developers to use it, which means they have to evolve the platform based on developer and player feedback.

Able or not, it is what they are trying to do. Making certain pivotal features exclusive to Windows 10. At any rate, i'm a consumer, not a game dev. It won't be up to me if the platform becomes widely used or not.
What matters to me is the level of control i have over a product i purchase. I steer away from consoles because it limits my choices, and the level of control i have over my games. Both Quantum Break and Killer Instincts are getting PC releases. Basing myself on the current big releases on the Windows Store, i will end up buying watered down versions of games that could have been. I won't be able to apply fixes if the game's been coded like shit. I won't be able to inject any social overlay to facilitate online play.
From a consumer, PC gamer point of view, none of this is good.
Edit : Of any and all companies to be able to pull something like this, Microsoft does not exactly have the best track record. Games for Windows Live was a major failure, that not only served no purpose and required constant community fix to even be able to play their games, but once they pulled the platform appart, it broke many games released under that mantle.
A lot of these games have yet to be fixed and are unplayable, all thanks to one of their "Pc Gamer 4 Lyfe" initiative. I don't trust anything they do.
