In a sense, yes, but not in the nonsense way the word is being used presently.

You have the legal and ethical privilege of playing video games if you desire. Your freedom is the privilege that makes playing video games possible.

There is is no legal or ethical context that mandates you, as part of some protected group, are allowed to play video games.

If you're under 18 in the US, it's a different story as you don't have full rights yet (that is, your parent/guardian has a lot of say in what you can and can't do).
