In the sense that it's not a right that everyone has and there's an economic barrier to entry, thus only relatively privileged people have access to video games, yes gaming is a privilege.

However, things like clean water and food are also privleges in this same way. Everything that is not a guaranteed right that everyone in the world has can be cast as a privilege if you're so inclined.
