I don't think the steam controller replaces a keyboard and mouse with the same level of precision, but it is a reasonable alternative in situations where a keyboard and mouse may not be ideal due to a need for surface space. It's definitely something that takes time and a bit of effort to get accustomed to.
In my experience, the worst part about it are the A,B,X,Y button positions which they inexplicably decided should be below and to the left of the touch pad instead of up and to the right like every other sane control layout.

Every game has Steam Controller support, this just looks like it would allow for in-game configuration instead of going through Steam to change your configuration. Neat, but not really a game changer in my opinion.
For the record, I have a Steam controller and love using it for games that I'd normally play with a keyboard & mouse.

I actually did and I'm pretty impressed with it. The little touchpads are slick and I like the feedback they give.
