Good question. A game is a game, whatever year it's from, given that there's somebody who'd have never heard of it.
I'm not wholly into the technical side of editing games, so I'm a little hazy on the terms XD A multicart being multiple games on the same cartridge iirc, then each game would be treated individually, would it not? ROM hacking etc, tough one. It's not like I'd outright ban like an asshole ("It's called the sidebar, and you should read it. Now get out of my sub before you break more rules dumbass"), but I'd be more inclined to say no, unless it's for example, the most frequented version played of that game. Like, the download that everybody who's played the game would recommend. On that note, games that typically have mods and stuff are also fine, provided it's mentioned somewhere a list of the mods, or referred to, as it might inadvertantly mislead people.
"Fallout New Vegas is a stellar game. I love the graphics I have when I play it." gives a different message than "Fallout New Vegas is an enjoyable experience, with the graphics made even better by 'NMCs Texture Pack' mod."
