This is a box I'd probably remote into a lot and use it for code compilation as well as video transcoding. Just don't want it to sound like a hurricane since a lot of that could be happening when my wife is sleeping the next room over.

It's been a while since I've looked into buying hardware, but my understanding was that liquid cooling and budget really don't go together. Unless prices fell, my guess is you would be better off with buying the right case and fans rather than the liquid cooling stuff, but idk.

Maybe close the room door(s)? I doubt it'd be too loud for a wife in the other room unless that's been an issue in the past.

Even if it were an issue, he'd save moor just getting her some earmuffs. I can't imagine she'd be that light of a sleeper. $150+ for a cooler that's just as loud as your fans isn't a good buy.

So far you're being vague and contradictory with your requests. If you won't be satisfied with an APU, why not just wait for the Ryzen 2 release, then see if you can get yourself a Ryzen 5 3600? Also, if you could cut out your liquid cooling bullshit....
