It doesn't matter if "60 fps is objectively better." There are tons and tons of gamers who don't really care. You could argue that this engine is objectively better than that engine, and nobody is lining up to curate a Steam list of developers with the audacity to use a lesser engine.

I love how you talk about "some optimization wouldn't hurt" and in the same paragraph tell ME that I don't understand the technicalities of game design. Why don't you demonstrate your profound understanding by explaining what "some optimization" involves. (Hint: I know what it involves, because I've done it, so don't think some half-assed answer is going to fly, and don't think avoiding the question is going to work, either.)

Optimization like multi-threading to take advantage of processors with multiple cores and using assembly code where possible. Proper multi-core support is the bare minimum nowadays and many developers fail to even do that. If you've done it then why do you call it a AAA thing? AAA denotes budget, and hitting 60 FPS is not connected to the budget. Even excluding optimization all most of the developers on this list have to do is not arbitrarily lock the framerate. Lots of these games are an ini tweak or something similar from being uncapped.

Also your engine comparison is silly. There's a difference between some engines having more features and what is objectively poor performance. And speaking of avoiding the question you didn't answer how this list infringes on anyone's liberties.

There's a lot more to optimization than just utilizing multi-threading and assembler. And the more thorough the optimization you want, the more it costs. Nothing in business is free. If you want more, there's a cost. If you want better, there's a cost. That's business 101.

And by liberties, I'm referring to the liberties of developers to make games that the majority of gamers would be satisfied with without having their title show up on some juvenile shame list.

So yes, 60 FPS does affect the budget. Quite a lot. It's not "objectively poor performance" if people aren't universally complaining about it. Just because B is better than A doesn't make A bad. The average gamer cares about framerate when the stutter becomes a distraction or the game becomes unplayable.

Angry people who demand 60fps are not the majority.

The list on Steam is something TOtalBiscuit should be ashamed of.
