It's objectively bad. 30 FPS is less responsive and looks worse. PCs can handle running at 60 since there's no set hardware so arbitrary limits are ridiculous. The difference is even more jarring when you get used to 60 and play something locked to 30.

Ok, so why is there a 30fps cap? Not trying to argue, I'm genuinely not very computer savvy when it comes to FPS.

Sometimes developers will cap the FPS at 30 because they link certain computations and decisions to the frame refreshes. In other words, if you lock the game at 30 FPS and set it up so that certain checks are done in time with screen refreshes, the gameplay experience will be very consistent if your PC can run a consistent 30 FPS. If you aren't able to run a consistent 30 FPS for whatever reason, the entire gameplay experience suffers along with the frame rate. In most cases, however, 30 FPS is a very reasonable target. Conversely, 60 FPS is not a reasonable target in many cases, which makes linking game logic to a capped 60 FPS a poor decision.

If you design the game logic so that it works best when it does its thing 30 times per second (as it does when linked to a consistent 30 FPS) but don't also cap the FPS to 30, if the machine running the game goes over 30 FPS, the game goes too fast.

The underlying decision made by the programmer to link game logic to the refresh rate is a bit questionable. There are other ways to properly pace the execution of game logic that aren't so prone to disruption if the frame rate wobbles.

Objectively speaking, most people would be able to notice the difference between 30 and 60 FPS. However, that doesn't mean most people feel like they're having a negative experience when they're playing at 30 FPS. Only a small subset of the population feel like they need 60 FPS in order to enjoy a game, but as you can see in this thread they are frequently quite militant about their point of view and very eager to speak about their personal preferences as though they are absolutes.

In the end, if you enjoy a game you enjoy it regardless of what framerate you play it at.
